An ELSAG automatic license plate reader helps arrest Kansas City shooter

ELSAG North America, manufacturer of the highly advanced Mobile Plate Hunter-900® (MPH-900®) Automatic License Plate Recognition (ALPR) technology, was a critical tool in the capture of the Kansas City, MO shooter that terrorized the city for almost 30 days, randomly shooting at vehicles on area highways and wounding at least three people. On April 17th, police arrested 27-year-old Mohammed Pedro Whitaker in the Kansas City suburb of Grandview after ELSAG’s MPH-900 mobile ALPR technology provided probable cause information identifying Whitaker as the owner of a suspect green Dodge Neon. Court documents cite that local police became aware of the green Neon’s license plate number when a frightened woman reported having been harassed by its driver on a highway. During the episode, she maneuvered her car behind the Neon in order to note the plate number. Within a day, police had located the suspect Neon registered to Whitaker. Furthermore, police reviewed previously collected ALPR data and found that in 2013, the Neon’s license plate had been seen on a different vehicle at addresses associated with Whitaker. One ALPR photo in fact showed a green Neon parked next to a vehicle hosting the suspect license plate. All of this information, in addition to excellent police work and a court-permitted GPS tracking device police placed on the Neon, elicited the probable cause needed to arrest Whitaker. He has been charged with eighteen felonies. “ELSAG’s MPH-900® mobile plate reader technology is deployed by both Kansas City and Grandview police departments,” said Nate Maloney, ELSAG’s VP of Marketing and Communications. “Once authorities were given the license plate number of the suspect vehicle, it only took one day for their ALPR network to find it, ensuring nobody else was injured or even killed.”
